Parents Rights The Sisters School District acknowledges that parents of children with disabilities from kindergarten through age 21 need to understand their child’s educational rights, also called procedural safeguards. These procedural safeguards apply to all public agencies that provide special education services as required by the Individuals with Disabilities Education Act (IDEA) to school age students in Oregon. Parents must understand their rights in special education. With this in mind, the Parent Rights for Special Education booklet was created by the Oregon Department of Education. This booklet will not give the parents detailed information about IEPs, transition services, classes, and testing. That information about those areas can be obtained by talking to the child’s teachers or from the Oregon Department of Education (ODE) web site and other resources.
